Should positive action schemes be used when hiring for senior roles?

Tar­get­ed recruit­ment towards demo­graph­ics is more com­mon for entry-lev­el posi­tions, with far few­er organ­i­sa­tions seem­ing­ly will­ing to imple­ment a sim­i­lar approach for man­age­ment or exec­u­tive jobs. Is there a case for this to change?
